Police bust ‘Rich Rollin’ Burglary Crew’ in major Los Angeles burglary operation, city leaders announce

LOS ANGELES (KABC) — City leaders announced the arrest of 10 members of a major burglary crew tied to at least 92 burglaries in the city of Los Angeles.

Mayor Karen Bass, Los Angeles Police Chief Jim McDonnell and District Attorney Nathan Hochman made the announcement at a press conference on Monday morning.

“Today, Angelenos can be proud of the extraordinary work of the LAPD and our regional partners,” Bass said. “This crew, which had victimized families and businesses, is no longer a threat to our neighborhoods.”

According to McDonnell, law enforcement agencies across the region served multiple simultaneous search warrants around 5 a.m. on Wednesday, Aug. 20, at eight residences across L.A., Hawthorne, Inglewood and Carson — targeting the prolific so-called “Rich Rollin’” burglary crew.

McDonnell said some of the burglaries date back to 2022, but the majority of them occurred in 2024 and 2025.

This map shows the neighborhoods across Los Angeles where the break-ins happened. Nearly half of them were in West L.A.

Detectives had a break in the case in February of this year when three suspects related to the crew were arrested following a chase. Officers reportedly recognized a van as being used in two burglaries the day before.

After that, a search warrant was served at an L.A. residence where two rifles, five handguns, a large amount of ammunition, body armor, large capacity rifle and pistol magazines, purses, jewelry, high-end watches, stolen credit cards, fake IDs and multiple license plates were reportedly recovered.

“Ten suspects, all adult career criminals with prior arrests for violent and property crimes, have been identified,” McDonnell said. “Ten are confirmed gang members with the ‘Rollin’ 30s’ and ’55 neighborhood.’”

Police said seven of the suspects were arrested following the Aug. 20 operation and booked on charges including burglary and possession of controlled substances while armed. One suspect surrendered two days later in response to an active warrant. Two more suspects were already in custody on unrelated attempted murder charges. The suspects range from 20 to 47 years old.

In custody from the August 20 operation:

  • Devon Collier, 37
  • Tyrone Tisby, 47
  • Frank Tisby, 38
  • Jeremy Shepard, 38
  • Jermaine Kimbrough, 22
  • Michael Lewis, 20
  • Marquell Lewis, 26

Surrendered Aug. 22 in response to active warrant:

Already in custody on unrelated charges:

  • Anthony Leslie, 36
  • Shawn Quinney, 36

Hochman noted a trend of crimes committed in L.A. by suspects who do not live in the communities they are targeting.

“These particular eight individuals were from different parts of Los Angeles, not these communities,” Hochman said. “But they come in these communities, and they come in there not because they need anything, but because of the greed. And they don’t want to actually use the purses. They don’t want to actually use the stuff they are stealing for their own personal benefit, of course not. They are turning that into money.”

During the Aug. 20 operation at eight different residences, McDonnell said officers recovered 15 firearms reported stolen from residential burglaries, in addition to a large quantity of ammunition of various calibers, large capacity assault rifle and pistol magazines, six handheld communications radios, face masks, head lamps, burglary tools, window punch tools, cans of bear mace, narcotics, a money counter, cellphones and stolen other high-value stolen property.

“Just a few weeks ago, we learned that homicides are at a 60-year low. Earlier this year, we saw overall violent crime in Los Angeles continue to decrease. These are not just numbers. They represent lives saved, families kept whole, and neighborhoods feeling safer,” Bass said. “But that’s data, that’s not necessarily how people feel, and how people feel about their safety is what is critically important, and arrests like the ones that have been made are a major contributing factor to that.”

McDonnell noted that investigators do not believe the “Rich Rollin’” crew that was targeted in the operation is tied to a recent string of burglaries in Encino.
